Known as the “All-Seeing Eye of God”, this is one of the symbols commonly associated with the Committee of 300 by conspiracy theorists
The Committee of 300 (300人委員会, 300-nin iinkai) is a secret society with 300 members in it worldwide, which for over a century has plotted world domination, with the goal of a one-world government, also known as the Human Domestication Project or the New World Order, and is the central antagonist of the Science Adventure Series.
It is partly based on the real life conspiracy theory by John Coleman about a group called the Committee of 300, which he also calls The Olympians, as well as Hidden Hand, a term that acts as a key password in Robotics;Notes. It is also partly based on the real life conspiracy theory about The Illuminati and the New World Order. The Illuminati is, in-series, an organization under the Committee of 300, however.
According to John Coleman’s 1991 book Conspirators’ Hierarchy: The Story of the Committee of 300, available as a free PDF eBook on the CIA website as part of a collection of books found at Osama bin Laden’s hideout in Abbottabad, Pakistan, the committee seeks to cull the global human population into a smaller world united under one government. In Robotics;Notes the Committee of 300 is purported to have a similar plan, called the “Human Cultivation Project”, in which the Committee would cull the worldwide human population down to 1 billion people and rule over them in what is popularly called the New World Order.
This is also the Committee’s goal in Steins;Gate, in which they make use of the organization SERN to monopolize time travel, cull the worldwide population down to 1 billion people, and achieve complete domination by the year 2036, turning the world into what John Titor, a time traveler from the year 2036 who managed to escape back in time to try to change things, calls “a dystopia”.
The Committee has countless front organizations all over the world, and is said to secretly control the world from the shadows. Their power spreads not only to the politics of all major world powers, but also religion, the economy, science, and military and intelligence agencies, among other things. The Illuminati is one such organization that exists beneath the Committee of 300. Both the Committee and the Illuminati were founded sometime in the 1700s.[1]
The Committee in Chaos;Head[]

In ChäoS;HEAd, the Committee of 300 acts as the master puppeteers behind N.O.Z.O.M.I.'s Project Noah, aspiring to obtain the power of mind control and altering reality through realbooting in order to achieve complete world domination. This plot involves attempting to perfect Noah II and using porters to extend that device’s range worldwide, in order to control all five senses of every single person in the entire world, as well as attempting to be able to remotely control the movements of people’s bodies against their wills, and even be able to alter reality itself to suit their goals.
Eventually N.O.Z.O.M.I.'s CEO Gen'ichi Norose betrays the Committee with the plan to use Noah II to turn the world into a perfect utopia with no conflict, which would cut the Committee of 300 out of the picture and prevent them from ever achieving their own goals of world domination. He then gets killed by Takumi, who also destroys Noah II, deeming the project a failure.
In Sena's Route[]
In the Sena route, the Committee contacts Takumi and Sena through a chat screen appearing on a broken monitor. They claim to have killed Inohana and Kuramochi, and ask Takumi and Sena to destroy Noah II. They claim the Committee exists in a world on a level higher than this one, and work as administrators of this world, fixing errors that arise, such as Noah II. Thus, Inohana and Kuramochi are not the real members, and the idea they are was artificially implanted in their heads by the Committee. Additionally, they say that the Human Domestication Project is only a conspiracy theory, and they are only concerned with maintaining the errorless state of the world.
After the Committee promises to provide a "cheat code" to help Takumi and Sena, they leave the building, leaving only Issei Hatano behind. Issei remains sceptical of the Committee's claims, and asks if they see this world as a game, a farm, or something similar. The Committee refuses to answer, but states they will never let anyone knowing their true nature remain alive. Before Issei can warn Takumi and Sena, the building explodes, killing him.
Due to the Committee itself being the only source of information described above, it is unclear how much of it is true and how much was a lie to convince the two Gigalomaniacs to destroy Noah II.
The short scene in the ending of the route reveals Katsuko Momose working as a Debugger for the Committee, and her role being changed to a Surveillant after the events of the route.
The Committee in Steins;Gate[]

In the Alpha Attractor Field the Committee of 300 acts as the master puppeteers behind SERN’s Z-Program, aspiring to obtain the power of time travel in order to create a dystopia, the final convergence of all Alpha worldlines is the completion of the SERN Time Machine and the enslavement of humanity in a Dystopia headed by the Committee of 300 by 2034. Rintaro Okabe and Itaru Hashida will form an anti-SERN resistance group named Valkyrie.
The Future Gadget Lab learns of the Committee’s existence while hacking SERN’s servers. By undoing all the D-Mails to reach the Beta Attractor Field, Rintaro Okabe successfully manages to avoid a future ruled by the Committee’s dystopia.
In the Beta Attractor Field, Shouichi Makise takes his daugher's thesis and defects to Russia, although SERN attempts to conquer the world in this Attractor Field trying to get hold the Kurisu's laptop, convergence will not allow success due to the arms race, as well as SERN's ignorance to the Lab's activities here. The Major powers like the USA and Russia competed relentlessly over and this would spiral into a conflict that would result in 5.7 billion deaths, becoming the deadliest conflict in human history fought over Kurisu's Amadeus data and time travel thesis. Rintaro Okabe and Itaru Hashida will form the resistance group Valkyrie and begin working on a time machine.
The Committee in Chaos;Child[]

In Chaos;Child the Committee order to get rid of all the irregularities that manifested in Shibuya since the Third Melt and are the responsable for the Return of the New Generations madness and once again exploits the AH Tokyo General Hospital for its own purposes.
Serika Onoe started hunting down Gigalomaniacs with Wataru Sakuma to reincarnate the New Generation Madness as a game for Takuru Miyashiro and to get Sakuma to continue his research with gigalomaniacs with his new artificial gigalomaniac device. This did not stop Shuuichi Wakui plans to propose a "One World Order" system on Shibuya.

In Kazuki's route[]
During Kazuki's route, Shibuya became infested with monsters that came alive from ESO2, when Takuru and Hana try to get advice from one of Hana's ESO2 guild members, Lightning-Fast Neidhardt (Takumi Nishijou) reveales that Wakui is employed by the committee as an assassin to kill Takuru Miyashiro and Hana Kazuki. Wakui warned Takuru and Hana that they are designated by the committee as an enemy of the world and that they are tracked in every their movement.

Project Mars and Project Atum[]
In Robotics;Notes, Committee of 300 member Ko Kimijima, a brilliant scientist, is the mastermind behind his genocidal plans, Project Mars and Project Atom, brainwashing numerous other people as well as using AIs to do his dirty work, including an AI version of himself as well as the dual program Geji-nee and Airi.
As an AI, Ko Kimijima turns Misaki Senomiya into his pawn, despite her killing his original human form, by harassing her about how she killed him until she submits to his will. He also brainwashes the entire Mobile Battler Gunvarrel Anime Production Team, including its director Minami Furugoori, the mother of Kona Furugoori (a.k.a. Frau Koujiro). Maguyan and the real Airi Yukifune are also brainwashed by him.
Ko Kimijima also receives assistance from numerous front organizations of the Committee of 300, such as N.O.Z.O.M.I. for Noah IV and SERN who produce back hole bomb, Exoskeleton Co. who give him control of their Power Suits, and the Mobile Battler Gunvarrel Anime Production Team who broadcast propaganda for him.
Ko Kimijima also tricks Kaito Yashio using an AI he developed, Airi (which was based on a real girl), into collecting a number of reports he wrote, called the Kimijima Reports, in which Ko Kimijima spreads disinformation and propaganda. The Reports contain a mix of true and false information about the Committee of 300 and its plans, front organizations, etc., in order to throw people off the trail from the truth, and in them.
He and his plans are ultimately defeated by Kaito Yashio, Akiho Senomiya, Nae Tennouji, and their friends from the Robotics Club, with some help from Itaru Hashida (who creates a computer virus). They also get help from the CEO of Exoskeleton Co., Toshiyuki Sawada, who is rebelling against the Committee of 300 and their evil plans.
The Committee in Anonymous;Code[]

The Committee is mentioned in Chapter 11. It implies that the Committee is a part of a bigger structure called the Deep State, which also controls the Vatican (and therefore Holy Office 513). This information is not mentioned by the characters themselves, but it appears as 4chan text.

As mentioned above, the “Human Domestication Project”, also known as the “New World Order”, is the main goal of the Committee of 300, by which it plans to reduce the world’s population to one billion and unite it under a totalitarian one world government. To this end, the Committee has to this end invested heavily in propaganda and a number of other projects.
